Under the direction of the Director of Trade Compliance, the--Sr.
Trade Compliance Specialist - Export Classifications--will have
primary responsibility for the product export classifications
process at AeroVironment with respect to advanced technology,
products and related data. This role will provide a critical
function to support AV's product export classifications, export
licensing and compliance initiatives related to advanced and
sensitive technology enterprise wide. This position can be located
at one of the following locations: Simi Valley, CA, Huntsville, AL,
Lawrence, Kansas, Wilmington, MA or Northern Virginia area.
Position Responsibilities
- Serves as the lead in part and data export classification,
Commodity Jurisdiction and Commodity Classification submissions.
Interfaces closely with engineering and other key stakeholders to
understand business and technical requirements to assure
appropriate classifications for the purpose of high quality of
license applications, submissions and compliance initiatives
- Provides leadership and technical expertise for compliance
initiatives relating to the protection of technology and technical
data with a primary focus on export classification, and the
implementation of automated tools to support such activities.
Engages with the enterprise on new product initiatives to assist in
designing for exportability opportunities
- Provides project management oversight for AV trade compliance
initiatives within scope to assure milestones are met and
initiatives are supported. Enhances the company's product
classification data by improving processes that generate data,
especially classification and determination of appropriate
jurisdiction
- Attends AV program reviews and business development meetings to
provide regulatory policy guidance. Displays strong collaboration
skills to bring together multiple stakeholder functions in support
of needed improvements
- Document retention - Maintains excellent Trade Compliance
records in full compliance with all--regulations
- Export Compliance Training - Participates in Export Training
curriculum development, curriculum presentation, maintenance of
company training logs as it relates to jurisdiction
and--classification
- Procedures and auditing - Maintains TC processes and
procedures. Train company employees. Audit compliance to the
company procedures.
- Continuous Improvements - Identifies improvement opportunities
and problems, then provides guidance to AV Sr. management for
solutions. Implements solutions when approved by Sr. management,
and report on progress
- International Business Development and Program Management
Support - Provides expert guidance to the Int'l BD and PM
organizations in designing for exportability
- Export licensing and Agreements, CJ's and AO's - Prepares,
submits and manages export license applications (DSP-5, DSP-73,
DSP-61, TAA, MLA, etc.), plus license and agreements management,
both Department of State and Department of Commerce. Prepares and
submit requests for Commodity Jurisdictions, advisory opinions and
general correspondence
- Determines new methods & procedures on new assignments and may
coordinate activities of other personnel as informal team lead
- Other duties as assigned Special Requirements U.S Citizen, U.S.
Permanent Resident (Green Card Holder) or asylee/refugee as defined
by 8 U.S.C.b(a)(3) required.-- Basic Qualifications (Required
Skills & Experience)
- Bachelor's Degree in Business, International Trade, Law or
related field, or equivalent is required or equivalent combination
of education, training, and experience
- 8+--years' overall export administration experience with an
aerospace firm, defense contractor or government entity
- Demonstrates a detailed and extensive technical expertise and
application of trade compliance principles, concepts, and practices
as well as management and leadership skills including organizing,
planning, scheduling, and coordination workloads to meet
established deadlines or milestones. Must possess the ability to
resolve complex management and technical problems, serve as
spokesperson on assigned projects and/or programs, and provide
leadership and direction to assigned staff.
- Demonstrates knowledge of trade laws outside the U.S.
- Experience in and knowledge of D-TRADE and SNAPR Systems, and
license applications
- Experience in working with outside Trade Compliance consultants
and legal counsel
- Strong communication, leadership, presentation, and
interpersonal skills are required to enable an effective interface
with others. In particular, must be able to effectively communicate
with diverse stakeholders to include program leadership,
engineering, scientists, military personnel, and all levels of
management. Supportive and offers assistance to multiple partners,
managers and peers at any given time
- Must be able to handle shifting priorities. Capable of managing
simultaneous projects and meeting deadlines. Willingness and
ability to learn multiple software programs
- Must be able to work on a self-initiated basis and in a team
environment, and able to work extended hours and travel as
required.
- Occasional travel may be required - both domestic and
international
- Strong computer skills,--including proficiency with--MS Office
Applications: Word, Excel, PowerPoint Other Qualifications &
Desired Competencies
- Experience with process improvement methodologies such as Six
Sigma and Lean are very desirable
- Certification or formal training and experience in project
management is a plus
- Prior experience as an Empowered Official
- Demonstrates competency in multi-tasking in a fast-paced
environment and work with minimal supervision
- Able to excel in a fast-paced, deadline-driven environment,
where small teams share a broad variety of duties
- Displays strong initiative and drive to accomplish goals and
meet company objectives
- Takes ownership and responsibility for current and past work
products
